Willem Laubscher announced his appointment as Chief Financial Officer for WorldWide Solutionz in a corporate blog post on May 29. Laubscher stated he began his own accounting practice in the early 1990s, becoming a registered accountant in South Africa in 1996. He is registered with the South African Institute of Professional Accountants.

Marelize, a company contact, referred Laubscher to WorldWide Solutionz for financial assistance. He now oversees financial management for the company.

Laubscher's announcement quickly drew attention on the MoneyMakerGroup forums. An active thread on WorldWide Solutionz continues in the "HYIPs, Autosurfs, & Other High-Risk Opportunities" category. Regulatory compliance for the company's "life jacket" program frequently comes up in the 297-page discussion.

WorldWide Solutionz describes its "Life Jacket" program on its website. Each Life Jacket costs $25. Participants receive advertising content for their websites. They also earn income on each Life Jacket for 90 days. Earnings fluctuate based on factors designed to ensure earning health and the program's continued operation. This passive program is optional.

Life Jacket registration costs $25 one-time, with a $10 administration fee charged every 90 days starting from day 270. Users can invest up to $25,000 out of pocket, but may purchase more using their income. WorldWide Solutionz previously advertised a guaranteed $40 return on investment over 90 days. While the specific dollar guarantee is no longer on the website, the $40 payout for each $25 investment reportedly continues. Affiliates invest $25 and receive $40 after 90 days.

WorldWide Solutionz says it uses affiliate funds to back an "Angel Support Micro-Loan Concept." Laubscher explained the micro-loan process. "We need roughly $100, to assist one Entrepreneur, and require him to also come up with the same amount in start up capital." This arrangement gives WorldWide Solutionz a 50% equity share in the small business. Laubscher also noted the company supplies products for entrepreneurs to sell in rural communities. Entrepreneurs can appoint marketers to increase monthly turnover.

He provided an example: "if he only generates a profit of R600 per month, in which we share (in this example), R300 ($28), we have enough to" fund operations.
