Delhi police arrested Ram Sumiran Pal, a suspected mastermind behind the Speak Asia scheme, on Tuesday. The arrest came just days before the Mumbai High Court's December 16th deadline for the Economic Offences Wing to file a chargesheet against the company. Pal subsequently confessed to his involvement in the multi-level marketing scam.
Speak Asia had been shut down two and a half years prior. Many believed the Economic Offences Wing, or EOW, would fail to produce a chargesheet by the court-imposed date. News of Pal's arrest broke on Monday when Delhi police apprehended him.
Investigators identified Pal as one of three primary figures orchestrating Speak Asia. He first drew attention in October 2011 during inquiries into the complex ties between Seven Rings International and Speak Asia. Seven Rings International, the parent company, also launched AdMatrix, a recruitment-based scheme that collapsed soon after its inception.
Brothers Ram Sumiran and Ram Niwas Pal led AdMatrix. Their association with Seven Rings International and Speak Asia CEO Manoj Kumar dates to 2007. The brothers actively promoted Seven Rings' earlier venture, Seven Rings Education Private Limited, which was also a scam.
The EOW announced it was acting on information regarding these connections. Rumors spread among Speak Asia panelists that investigators were secretly collaborating with journalists. Manoj Kumar and the Pal brothers, operating through Seven Rings International, were widely considered the architects of the Speak Asia fraud.
Manoj Kumar reportedly resides in the Middle East, living off $104 million USD that Harendar Kaur allegedly siphoned from India. For two and a half years, the Pal brothers evaded police attempts to locate and interrogate them. Many believed the case could not conclude without their apprehension.
The approaching December 16th deadline coincided with several other key arrests in the Speak Asia case. Authorities subjected these individuals to interrogation. These efforts by Indian authorities appear to have yielded significant progress.
The crime branch received intelligence that Pal, hiding in Dehradun, would visit Connaught Place on Monday. Officers established a trap and arrested him there.
