Vietnamese police have arrested the masterminds behind Meta Whale, a cryptocurrency Ponzi scheme that bilked roughly 2,000 investors out of hundreds of thousands of dollars.

On October 11, cybersecurity officers and investigators from Phu Tho raided a Meta Whale marketing event packed with over 100 people inside an apartment complex in Ha Dong, Hanoi. The event was organized by three Hanoi residents: Le Xuan Tham (36), Hoang Thi Thuy (42), and Nguyen Thi Huyen (47). A formal criminal investigation launched on October 29, leading to arrest warrants against the ringleaders issued December 17. Vietnamese authorities went public with the case on December 25.

The investigation is still active, with authorities hunting for additional suspects and victims.

Meta Whale is the eighth reboot of a notorious scam created by Vladimir "Lado" Okhotnikov, a fugitive wanted in the United States. The scheme, originally called Forsage, has been operating since mid-2025 under its new name. Okhotnikov faces federal indictment in the US dating back to early 2023, with the SEC pursuing parallel civil fraud charges against him.

The fugitive has stayed one step ahead of law enforcement. He evaded US authorities while hiding in Georgia, where a criminal investigation in March 2024 resulted in a 10-year sentence handed down in absentia. Okhotnikov then fled to Dubai, where he remains today.

Meta Whale operates through the domain meta-whale.com. As of November 2025, the site was drawing approximately 2,100 monthly visits, with the majority of traffic coming from Pakistan (58%) and India (42%).

The scheme targets vulnerable investors across South Asia with promises of cryptocurrency returns. Like its Forsage predecessor, Meta Whale uses a classic multi-level marketing structure where recruits make money by bringing in new investors rather than actual profits from any legitimate business. Those at the top—in this case, Okhotnikov—pocket the money flowing up from the base.

Vietnamese authorities say the investigation remains ongoing as they work to identify everyone involved in promoting the scheme and to locate all victims. The estimated losses already exceed hundreds of thousands of dollars, with investigators warning the true figure could be substantially higher.
